Gulf hydrocarbon facilities carry high-consequence assets on tight production schedules, and many of them are running well past their original design life. Several pressures arrive at once. Facilities designed for 25 years are operating at 35 or more. Corrosion under insulation stays invisible without intrusive inspection. Rotating equipment is pushed harder as production targets rise. At the same time the regulatory frame tightens: ADNOC standards, OSHAD, and sector-specific HSE requirements all move in one direction.
The answer is rarely more inspection. It is inspection aimed at the equipment where the consequence of failure is highest and the condition data is weakest. That is what a risk-based programme is for.
